A recently uncovered confidential Justice Department memo states that the U.S. government can order the killing of anyone – including American citizens – if it is believed they are “senior operational leaders” of al-Qaida or “an associated force.” The memo also says that the government does not need intelligence indicating these citizens are engaged in an active plot to attack the U.S. before initiating a preemptive strike.
